The Island of Paper Money - Who Was Given the Right to Create Money?
The Island of Paper Money - Who Was Given the Right to Create Money?
When wealth buys influence, the news shapes what we see, and freedom begins with the questions we are able to ask.
Let's Create an Island
Imagine we arrive on an island with 998 other people.
We have water, trees, food, tools, and thousands of possibilities.
You know how to do something. So do I. Together, we can grow food, build, research, teach, and care for one another.
Soon, we realize that trading could become easier.
We create pieces of paper that everyone agrees to accept as money.
Now, join our first assembly.
Who gets to create these pieces of paper? Who receives them first? How do we decide how many will circulate?
Sounds like a technical question.
But we've just taken part in creating an institution that will influence many generations.
Whoever decides how money is created also helps shape how future opportunities are distributed.
Twenty Generations Later
Our island has grown.
Some families have accumulated land, companies, real estate, and investments. Others have built their lives through work and small businesses.
People who own valuable assets can offer them as collateral for new loans.
Credit finances equipment, hiring, and economic expansion.
In modern economies, commercial banks create deposits when they issue loans, operating within regulatory requirements and monetary conditions.
Credit contributes to wealth creation.
Now imagine two people applying for financing.
One offers property, guarantees, and an established financial history. The other brings a promising idea, knowledge, and a willingness to work.
How could our island expand opportunities for both?
That question stretches across generations.
When Paper Money Starts Writing the Rules
Over time, our island develops parliaments, courts, banks, and regulatory agencies.
A sophisticated language also emerges.
Derivatives, securitization, structured transactions, guarantees, bonds, systemic risk.
You may recognize some of these terms.
They help organize complex financial activities.
They also require specialized knowledge to understand and evaluate.
Now imagine who can afford entire teams of economists, lawyers, consultants, and government relations specialists.
These teams monitor legislation, present proposals, and defend particular interests.
Differences in financial resources can produce major differences in the ability to participate continuously in institutional decision-making.
Specialized language can also form what we explore at BrainLatam as semantic-affective optimal states: systems of concepts, expectations, and belonging that become so effective for their participants that they begin to organize the boundaries of their interpretations.
A question about the well-being of a thousand people may end up being discussed almost entirely through financial indicators.
Try adding another question:
Who actually shares in the benefits created by these rules?
And When Wealth Reaches the Courts?
Imagine a legal dispute involving millions of pieces of paper.
One side hires several law firms, expert witnesses, and specialized teams. The other relies on the legal resources available within its community.
Both have procedural rights.
Access to specialists can influence the ability to organize evidence, present arguments, and manage complex proceedings.
We can also investigate how professional and financial relationships between private interests and public authorities affect trust in institutions.
Transparency, public access to official decisions, rules on judicial disqualification and conflicts of interest, oversight, and reasoned judgments are tools for strengthening impartiality.
Our island can build conditions in which judgments are grounded in evidence and the law.
How can we turn equality before the law into meaningful opportunities to participate in justice?
Banco Master: The Island Meets Brazil
In November 2025, Brazil's Central Bank ordered the extrajudicial liquidation of Banco Master, citing serious liquidity and financial difficulties.
During 2026, investigations and official proceedings examined different relationships involving the bank, financial transactions, regulatory bodies, and public officials.
In September, Brazil's Supreme Federal Court ordered an investigation into possible irregularities and undue interference involving the Brazilian Securities and Exchange Commission (CVM).
The case also brought professional relationships, contracts, and contacts involving people connected to the bank and members of political and judicial institutions into public debate.
Each situation calls for specific investigation, examination of evidence, the right to defense, and reasoned decisions.
Now think about our island.
Who follows complex financial transactions? Who understands the documents? How do public institutions share relevant information? How can the independence of their decisions be protected?
The case offers an opportunity to investigate transparency, governance, oversight, and democratic participation.
Our Island Now Has Newspapers and Television
A few more generations have passed.
People now follow the news through radio, television, newspapers, and digital platforms.
Imagine wealthy families acquiring media companies.
They can hire journalists, finance investigations, and operate news organizations with different editorial perspectives.
Every newsroom makes choices: which events to cover, which sources to consult, how much attention to give a story, and how to explain its context.
These decisions participate in shaping public perception.
Business investment can support quality journalism. Diversity of ownership, funding models, and editorial independence also contribute to pluralism.
On our island, we can investigate who owns the media, which economic interests are connected to them, and how editorial decisions are made.
What appears in the news matters. The process that determines what gets published matters too.
Now the Owners of Social Media Have Arrived
Our island is connected to the world.
International platforms now organize a large share of public conversations.
You post something. I post something else.
Recommendation systems select content using signals such as engagement, predicted interests, and characteristics of individual posts.
Advertisers can also pay to reach specific audiences within each platform's rules.
Imagine a large company financing campaigns, content creators, and message distribution.
A smaller community may develop other ways to communicate, collaborate, and organize.
The reach of each narrative comes to depend on different resources and mechanisms.
The Reuters Institute's Digital News Report 2025 documents the growing role of social and video platforms in news consumption.
Our island now faces another question about sovereignty:
Who participates in organizing the information that reaches our senses?
We Are Mass-Conditioned by Choices We Never Had
Look at the screen in your hands.
An image was framed, processed, and presented through pixels.
Your Body-Territory transduces light stimuli and participates in constructing your perceptual experience.
We are looking at a selection within a selection.
Now imagine an app presenting two interpretations of an event.
You choose the one you find most convincing.
Yet reality also offers paths C, D, E, and countless other possibilities for investigation.
At BrainLatam, we propose a thought-provoking idea:
We are mass-conditioned by choices we never had.
This applies to news, education, consumption, culture, and political participation.
Expanding access to information also means expanding the possibilities we can perceive.
Freedom becomes deeper when we can participate in formulating the alternatives themselves.
Our Atlantic Forest Is Also on This Island
Remember the experience in the Atlantic Forest.
Barefoot, wearing only shorts, I moved through the vegetation while protecting my skin and preserving every branch.
At times, crawling allowed me to find a passage.
Every new movement expanded my perception.
Perceive what is possible.
Now bring that experience into our economy.
We can develop forms of communication that broaden perspectives, economic systems that distribute opportunities, and institutions that value different forms of knowledge.
Our Latin American ancestors also developed practices of reciprocity, community organization, and relationships with the land.
Thinkers such as Celso Furtado, Ailton Krenak, and Silvia Rivera Cusicanqui offer distinct ways to investigate economics, ancestry, and coloniality.
We can bring these forms of knowledge into conversation with contemporary science and develop new questions.
Four Pathways Toward Other Futures
Within the BrainLatam framework, the Body-Territory is the smallest and indivisible unit of the State.
From this foundation, we propose exploring four components.
Citizen Drex: A digital monetary infrastructure designed to expand autonomy and participation under public rules.
Biome Income: Economic recognition of the ecological and social foundations that sustain life.
Production of Excess: Investigation into collective needs, productive expansion, wealth distribution, and environmental regeneration.
Personalissima AI: An interface through which each Body-Territory can understand data, follow decisions, and expand its possibilities for interpretation.
These are proposals open to research, public debate, and democratic experimentation.
Jiwasa: Now You Participate in the Next Decision
Let's return to the island's assembly.
You've followed the creation of money, the formation of fortunes, the emergence of laws, and the arrival of digital networks.
Perhaps you've already imagined other ways to organize everything.
In Jiwasa writing, your experience participates in constructing meaning.
We can respect our ancestors without reducing our Being to the limits of what they were able to perceive.
We are heirs to the past, participants in the present, and jointly responsible for the futures we make possible for the next Body-Territories.
Now our assembly faces an even bigger question:
How can we build an island where everyone participates in creating wealth, interpreting the rules, and choosing the narratives that will help shape our future?
