National Sovereignty Begins with Municipal Sovereignty

The Municipality as the Metabolic Unit of the Living State

A nation’s sovereignty begins where life pulses: in the municipality.
It is there that information circulates, energy transforms, and the social body breathes.
Therefore, national sovereignty depends on municipal sovereignty — on each city’s ability to protect its flow of information, energy, biodiversity, and belonging.

The municipality is responsible for the entry and exit of information within its territory — whether through digital means, radio waves, satellites, products, or services.
Just as it regulates sanitation and land use, it must also regulate informational sanitation, ensuring that data generated by its citizens and environments are not exploited by external agents without local return.


Registry of Assets and Territorial Responsibility

All material goods within the municipality — land, buildings, machinery, antennas, and servers — must be registered under the names of real individuals, directly responsible for their actions and environmental impacts.
Anonymous corporate ownership by entities that deforest, pollute, or corrupt public power breaks belonging and disconnects the territory from its ecological and social function.
Sovereignty requires nominal co-responsibility between those who inhabit and those who transform the land.


Riparian Forests and Reserves as Vital Infrastructure

Riparian forests, legal reserves, and native biomes are the ecological capillaries of the municipality — the circulatory system that sustains the metabolism of the Earth.
They regulate temperature, humidity, water purity, and soil fertility, functioning as the physiological foundation of the territory.

Each meter of protected riparian forest strengthens the ecological metabolism of the territory and, consequently, its infrastructural resilience — reducing vulnerabilities in energy, communication, and supply networks, which are the gateways to digital and climatic collapses.

The municipality must guarantee:

  • Permanent protection and regeneration of riparian forests and legal reserves;

  • A municipal ecological registry, identifying biomes and water sources as common goods;

  • Incentives for regeneration, financed through carbon credits, circular economy policies, and ethical data mining.

With the development of DREX by the Central Bank, each municipality will be able to adopt its own form of DREX Citizen, connected to the national economy yet anchored in local vitality.

The municipal DREX Citizen:

  • Distributes daily sovereign income proportional to the human, ecological, and productive vitality of the territory;

  • Recognizes each citizen as a shareholder of local life;

  • Integrates the issuance of Municipal Carbon Credits, backed by preserved and regenerated areas and Zero Waste policies;

  • Ensures that money circulates only within a virtuous cycle, free from speculation and financial concentration.

Value is born from preservation, cooperation, and ethical circulation — the living money of the Earth.


The Municipal Data Center as the Informational Heart

The Municipal Data Center is the informational heart of the territory.
It must operate with clean energy and be designed to withstand external cyberattacks, maintaining public services and local networks even in digital isolation.

In addition to securely storing data, it should recover the heat generated by servers to warm public water systems, heat municipal buildings, and reduce energy costs — transforming digital processing into clean thermal energy.

The data center must also ensure:

  • Autonomy of environmental and economic data;

  • Mapping of carbon credits;

  • Protection of sensitive data from citizens and local companies;

  • Infrastructure for ethical data mining.


Right to Charge for Data Mining

With the establishment of a municipal data center, the municipality acquires the sovereign right to charge for the mining and use of data produced within its territory.
Every company, bank, university, or digital platform that processes, stores, or commercializes local data must contribute with a data mining tax, fully reinvested in public and environmental infrastructure.

This tax is an informational royalty, equivalent to oil royalties — but for the 21st century.
Data is body, and its exploitation generates wealth.
Sovereignty demands that such wealth returns to the territory that produced it.
