DREX Citizen in the New World

Money as State Metabolism and Minimum Energy for the Body-Territory

We begin this text by feeling a simple scene.

A person wakes up, looks at the phone, opens the banking app, and feels the body before even thinking. The balance speaks to the breath. The electricity bill speaks to the chest. Rent speaks to the spine. The grocery store speaks to the stomach. Medicine speaks to the memory of the grandmother. The child’s notebook speaks to the future. Money seems like a number, but it enters the body as fear, relief, possibility, or a closing of the world.

That is why speaking about DREX Citizen in the New World means speaking about concrete life.

The New World we propose begins when money stops being only debt, electoral promise, favor, control, distant contract, or language for specialists. It becomes public metabolism: minimum energy circulating through the Body-Territory to sustain dignity, autonomy, care, participation, and belonging.

Every living body needs circulation. Blood carries oxygen. Glucose carries energy. Breathing opens the way. Cells receive the minimum needed to continue being part of the organism. When circulation fails, the body becomes ill.

The State can also be perceived as a living body.

When public money circulates only through intermediaries, offices, banks, opaque contracts, private platforms, parliamentary amendments, companies, consulting firms, and promises, real life receives energy late, in small amounts, fragmented, or conditioned. The citizen feels the State as a line, distance, humiliation, instability, or dependence.

DREX Citizen is born as a proposal for a turn.

If each Brazilian is Body-Territory, each Brazilian needs minimum economic energy to live, decide, care, study, work, circulate, breathe, protect the family, participate in the municipality, and defend the common territory.

This energy needs to arrive with dignity.

Arrive as a right.
Arrive with transparency.
Arrive with data protection.
Arrive with public traceability.
Arrive as permanent infrastructure.
Arrive as State metabolism.

The Central Bank presents Drex as the central bank digital currency project, created and operated by the Central Bank itself, to allow safe and democratic access to the benefits of economic digitalization. Pix has already shown the scale of Brazil’s public digital infrastructure: the Central Bank reports more than 170 million individuals who have already used Pix and more than 7 billion transactions carried out in January 2026.

The constitutional question becomes deeper:

can this infrastructure serve the living metabolism of citizenship?

We propose that it can.

DREX Citizen would be a public layer of retail CBDC, connected to the citizen’s Pix, designed to guarantee a minimum, traceable, transparent, and territorialized economic circulation. It could sustain basic housing, water, electricity, food, health, education, connectivity, social security, a State-backed guarantee fund, reforestation, territorial carbon, and public participation.

In existential language: DREX Citizen would be the State saying to the Brazilian body: you belong to Brazil, and Brazil recognizes that your life needs minimum energy to exist with dignity.

This changes the meaning of money.

Money stops being only debt and control.
It becomes minimum public energy.

It stops circulating only as financial abstraction.
It begins to touch the Body-Territory.

It stops arriving as government favor.
It begins to arrive as a constitutional right.

It stops depending only on intermediation.
It begins to have a direct, visible, and auditable path.

It stops sustaining only the rotation of the system.
It begins to sustain our concrete life.

The 1988 Constitution already affirms citizenship, human dignity, and sovereignty as foundations of the Republic. It also recognizes social rights such as education, health, food, work, housing, transportation, leisure, security, social security, protection of motherhood and childhood, and assistance to those in need. The New World we imagine begins when these rights gain economic metabolism to reach the real body.

The constitutional change could begin with a new article.

Article 6-C — The State shall progressively ensure a Minimum Economic Metabolism of the Body-Territory, intended to guarantee direct economic energy to Brazilian citizens for the protection of dignity, housing, water, essential energy, food, health, education, connectivity, social security, mobility, family care, and social participation.

In simple language: citizenship needs minimum economic circulation to leave the page and enter life.

The second proposal would be to constitutionalize DREX Citizen.

Article 164-B — The Union may establish a public retail digital currency, called DREX Citizen or equivalent technology, issued and regulated by the national monetary authority, intended for direct public transfers to citizens, with traceability, data protection, constitutional purpose, social transparency, and linkage to the benefit of the Body-Territory.

In simple language: the State could use public digital currency to make money arrive directly to citizens, with clear rules, life-oriented purpose, and protection against improper political use.

The third proposal would be to protect DREX Citizen against surveillance, moral control, or partisan capture.

§1 — The use of public digital currency in citizenship programs shall observe full protection of personal data, algorithmic transparency, prohibition of ideological, religious, partisan, or moral control over the citizen, guarantee of universal access, and preservation of individual freedom within the Democratic, Secular State under the Rule of Law.

In simple language: direct public money needs to expand autonomy. The citizen receives it as a Brazilian Body-Territory, with dignity, freedom, privacy, and belonging.

The fourth proposal would be to link DREX Citizen to the Material Floor of the Body-Territory.

§2 — DREX Citizen may be used to guarantee, complement, or operationalize the Material Floor of the Body-Territory, including basic housing, water, essential energy, food security, primary health care, territorial education, essential public connectivity, citizen social security, and protection in situations of vulnerability.

In simple language: public digital money needs to serve real life: home, water, electricity, food, health, school, connection, and care.

The fifth proposal would be to create traceability for subsidies and public money directed to companies.

Article 164-C — Subsidies, incentives, public credits, conditional tax benefits, special transfers, and economic support programs shall have full traceability through public digital currency or equivalent system, with identification of the final beneficiary, territorial impact, and demonstration of social, environmental, and productive return to the Body-Territory.

In simple language: if the State supports companies, sectors, or projects, the people need to see the path of the money and the benefit produced in the territory.

Here a decisive point appears.

Today, many public resources arrive with strength to those who are more organized, those with advisers, influence, legal structure, corporate chains, access to banks, guarantees, and political networks. The ordinary citizen receives bureaucracy, lines, instability, and fear of losing benefits. DREX Citizen reverses the logic: first minimum life, then the contract; first the body, then the machine; first dignity, then dispute.

The sixth proposal would be to create a Public Citizen Account.

Article 164-D — Each Brazilian citizen shall have the right to a Public Citizen Account, linked to their CPF, with free access, interoperability with the national financial system, data protection, portability, traceability of public transfers received, and guarantee of digital and in-person inclusion.

In simple language: every Brazilian would have a direct door to receive public resources, follow rights, participate in the territorial budget, and exercise economic citizenship.

This account could also connect with Jiwasa.

The citizen could see municipal projects, accept or refuse territorial amendments, follow resources directed to the neighborhood, receive alerts about public policies, understand available benefits, and participate in the Body-Territory Matrix.

The seventh proposal would be to link DREX Citizen to the local economy.

Article 164-E — Direct transfer programs through public digital currency may prioritize local economic circulation, strengthening of small producers, family farming, neighborhood commerce, community services, cooperatives, clean energy, healthy food, territorial care, and environmental regeneration.

In simple language: money that reaches the citizen can feed the life of the municipality. It buys food, pays for services, moves commerce, sustains families, strengthens street markets, protects small businesses, and generates belonging.

DREX Citizen can also change the relationship between work, social security, and the guarantee fund.

We can imagine a citizen social security system, where the protection of elders, people with disabilities, illness, motherhood, care, and life transitions is sustained by direct public metabolism. The INSS stops being only a fiscal account and becomes circulation of sovereignty.

We can also imagine a State-backed Body-Territory Guarantee Fund, where the security of the worker’s transition is funded by the State, freeing private companies from part of the current deposits and allowing them to concentrate energy on wages, innovation, vital productivity, workplace health, and added value.

This proposal will be deepened in the next texts, but its root appears here:

when the body loses work, ages, becomes ill, cares for someone, or crosses a crisis, the State needs to maintain a minimum circulation of life.

Because sovereignty also means crossing transitions with ground.

DREX Citizen can be the digital blood of a Body-Territory Constitution.

This image requires responsibility.

Blood needs to circulate.
It needs to nourish.
It needs to protect.
It needs to arrive where life asks for energy.
It needs to avoid clots of capture, opaque intermediation, and favoritism.
It needs to respect privacy, dignity, and freedom.

That is why DREX Citizen needs to be born with Jiwasa.

Jiwasa asks: does this money increase concrete life?

Does it increase housing?
Does it increase safe water?
Does it increase essential electricity?
Does it increase food?
Does it increase health?
Does it increase study?
Does it increase rest?
Does it increase autonomy?
Does it increase safety?
Does it increase care for children and elders?
Does it increase the local economy?
Does it increase reforestation?
Does it increase municipal sovereignty?
Does it increase belonging?

When the answer gains body, money approaches Jiwasa.

When the answer becomes only interest, debt, intermediation, speculation, value flight, or electoral marketing, money moves away from Jiwasa.

We can improve the Constitution so that public money has a vital function.

Money can stop being only a top-down command.
It can be minimum energy for each Body-Territory to rise.
It can be circulation of belonging.
It can be democracy felt in the balance, in the home, in the market, in the school, in the health center, in the electricity bill, in the garden, in the street market, in care for the mother, in the grandmother’s medicine, in the child’s notebook, in time recovered to exist.

A country that leaves its people without minimum economic energy weakens its sovereignty.

A country that makes money arrive directly, with transparency and care, strengthens its sovereignty from each body.

DREX Citizen is a proposal of constitutional courage.

It says that Brazil can use public technology to care for real life. It can create financial infrastructure with a face, a territory, and a purpose. It can transform money into State metabolism. It can allow each citizen to feel: there is a minimum energy of Brazil circulating in me, and because of that, I can also circulate better in Brazil.

This is the New World.

A world where public technology serves life.
Where public money has a visible path.
Where the citizen receives minimum energy with dignity.
Where the territory feels the benefit.
Where the municipality breathes better.
Where standing forest can generate value.
Where social security becomes sovereignty.
Where the worker’s transition gains protection.
Where the budget approaches the body.
Where the State touches life without capturing freedom.

The passage is profound:

from money as debt to money as care;
from benefit as favor to right as circulation;
from distant budget to lived balance;
from electoral promise to permanent infrastructure;
from mediated State to the State that touches the Body-Territory.

The Citizen Constitution wrote rights.

The Body-Territory Constitution can create the metabolism of these rights.

And DREX Citizen in the New World can be one of the tools to make this circulation reach our life.
